Egeria densa
Long-stemmed submerged perennial with non-toothed leaves (to the naked eye) in whorls of 4-6 and small, white, 3-petalled emergent flowers. Can top out and form mats on the surface. Blooms in summer. Found in slow moving water up to 30 feet deep.
